Can’t see it happening for 3 reasons

1. Fury v Usyk doesn’t generate the revenue that they can afford to lose £15m

2. Can’t see Hearn trusting Arum/Fury after last summer

3. Gareth A Davies is a Fury cocksucker.

Exactly that's why I think the Saudis are footing it. They want to stage arguably the biggest fight in boxing, especially after the Joshua - Ruiz snoozefest.
