My guess is to keep his amateur record close to perfect and not have to constantly fight the best amateurs
I think he sat out 2011 to focus on the world's. I'm pretty sure I read he picked up an injury in early 2010 at another tournament and decided not to go to Russia for the Euro champs. Though he was fighting not long after this tournament.
He was fighting only domestic fighters and having his skills honed for Olympics. Papachenko didn't wanted to put too much pressure on Loma fighting all the tournaments he can.
