A lot of people are willing to test knowing they'd get off even if caught. Like oh, say...Canelo. "Willingness to be tested" when the system is either rigged in your favor or WILL be rigged in your favor is meaningless lip service and you know it.

There was no consistent testing back back then and VADA was just starting to make a name for itself. And certainly Floyd's rigged and privately contracted testing with USADA didn't really count.
