Armstrong is a lock. Greb probably as well. I don't think we should see too many HWs here. Maybe Frazier and Marciano?
Roman Gonzalez is the best ive seen. I think hes the only fighter that i can recall who never had problems with movers.
Tyson would be near or at the top of the heap for heavyweights. His explosive footwork early meant you had to tie him up or fight him off at regular intervals. A lot of it was simply foot speed as much as classical ring cutting but if you keep trapping them there's not much diff. Foreman and Frazier were brilliant at it too. Foreman didn't just use his feet he used his punches as well.

Here is a fun question. Did the greatest ring cutters catch the best sets of "running" legs? Now, Saddler is a man who should sit somewhere here. If you catch, corner, maul and beat up Pep for extended period's of time you're doing it right. Though was it truly footwork and skill? or did the great Pep just lose his head in there with a dirty mugger like Sandy? Old question with multiple good answers. What Saddler did good, rules be damned (sadly) was he made it his fight, they had to work around him like a boss battle in a video game. It was always his song and dance so to speak.

Not the second time around when Leonard didn’t want him to. Maybe, I’ll need to watch Moore with ring cutting in mind there’s so much to see I seem to have overlooked it almost entirely.
It's a myth that Leonard wanted to trade with Duran in the first fight. He tried to move away, and he failed. It's painfully obvious as well.
