Not even. Inoue is a fantastic fighter and I like him a lot, but you are a casual if you think he is p4p higher rated than Usyk.

Prime Donaire wouldnt have got hit with those nuclear bombs. Full credit for beating a rejuvenated but clearly past his best Donaire, but that win alone doesnt put him over Usyk imo.
He's a clear #2 now. Usyk is #1 but he has a tough task ahead of him and I don't care what anyone says there's no way he's going to be able to block out what's going on his homeland so that definitely evens it up a bit and makes it even tougher. But anyone who thinks Inoue doesn't deserve to be top 2 is a smoking methamphetamine FTR, Loma is the most skilful fighter in the world and it's not close and he's far better than many ranked above him or than many DKSAB clowns have ranked above him. So the whole P4P thing is a bit of a farce. How could it not be when you have one weight champs who are routinely facing opponents they're bigger or much bigger than ranked above ones who are routinely giving away huge physical advantages against giants and power punching giants in their third or fourth divisions. Donaire has never been hard to hit. He's just got a crazy chin. Inoue was offended that Donaire was competitive so he's the one that came in with a chip on his shoulder. Plus the Cleto-Reyes added to his already scary power. Usyk had a razor close fight with Breidis and looked vulnerable at times against Bellew and Chisora. And Joshua was knocked out by Teletubby Ritz and his punch resistance had dwindled. Usyk had him out on his feet after the final bell. Sure, he is dominant in a very weak division, but he is nowhere near as skilful as the top dogs at welterweight or lightweight.
It's a simple numbers game. Both lightweight and welterweight have more than twice the number of active boxers that bantamweight has. If you assume that talent is spread uniformly, and there is no reason not to, the top dogs at welterweight and lightweight are going to be much better than the top dogs at bantamweight.
I've got no problem with having Inoue and usyk as top dogs both are impressive for different reasons ...I'd probably have Inoue over him just for the sheer destruction he's displayed in unifying divisions...them boys are out in front Crawford or spence above either ...gtfoh
Usyk is clear number q for due to quality of opposition hebhas beaten. I do view Inoue now as number 2 though.
