Never really thought of Tua’s physique as ‘muscular.’ Not that he was a weakling or anything, but more thicc. Kind of built like a fireplug but not overly muscled IMO.
Cooney not super muscular but not a small man either. Morrison very muscular but he did win a portion of the title, so I guess it depends on what you mean by underachiever. Razor Ruddock very muscular and underachieved. Any of those guys?
You can make a better case that Weaver overachieved, however. He was a club fighter who became one of the best and most consistent heavyweights of the 1980s (not named Larry Holmes).
