That’s just what he does - done it for his entire career. Keeps people talking about him and builds interest in the fight.
I think he'll fight Usyk. But if he stays retired, I'm not sure it's a duck. There's always one more challenger a champion should take on before retiring.
If he ducks Usyk, there can be no rational argument that Fury is a "great" fighter. He simply has not sought out the best challenges, and, his multiple retirements seem to be strategically driven to avoid certain fights and/or consequences. Nowhere was this more clear than before the proposed rematch with Klitschko, where it seemed highly likely he retired to avoid fighting a more motivated Wlad, or, being tested for PEDs. There is little doubt that Fury was doped before the Wlad fight. And, he likely was in most of his recent fights, as well. And Fury simply has not fight often enough to prove greatness. Although Wilder could be considered dangerous (at least before the first fight), not one single boxing expert would describe Wilder as a highly skilled boxer. He is simply a hard punching amateur with no defense and shaky legs. If Wilder fought more often, he would likely get starched many more times. Fury's fight against an aged Wlad was one of the worst heavyweight title fights in history. Fury's size and durability will always make him a formidable opponent for most. But, greatness is proven in the ring, not on a microphone. And, Fury simply hasn't shown enough greatness in the ring, in my opinion.
I think his plan is to let Usyk get a little older. A year might as well be a lifetime when you are on the wrong side of 35. Speed and stamina goes away. Size remains. As time passes, they will both be slower and have less stamina, but Fury will still be a giant. Fury will stall, ask for a tune up, wait for a mandatory to get forced... If he stays retired, it's not a duck. If he fights anyone else before Usyk, and does not make this fight within a year, it's a duck.
You are certainly entitled to your opinion. I happen to disagree. Just being (possibly) the best heavyweight in this dreadful era does not guarantee greatness in my opinion.
Out of interest, if this fight doesn't happen and Usyk retires - is he then 'ducking Wilder, Whyte' etc? Literally none of the sicophantic Usyk fans will say anything about that.

For me it absolutely does. He's already up there with the likes of Bowe and Vitali. Already a lock for top 20.
I think this happens. Fury is just using negotiating tactics. The only fights worth $500 million both involved Floyd Mayweather as one of the combatants. He's probably hoping to get somewhere above $100m I would guess. This is the kind of fight that only happens once every 23 years.
