Bowe's legacy was built on the trilogy with Holyfield (and Bowe lost one fight), so I think Fury is above him, because Fury didn't build his legacy only on Wilder's trilogy. Norton is a different story because of his victory over Muhammad Ali when few expected it. I still think Fury is a shade above Norton, because Norton didn't break anyone's reign. Other than that, Fury is undefeated (for now).
