Scratch a little deeper and you can see having two separate bodies testing for PEDs is a canny way of generating escape routes should a fighter come back positive. Especially when boxers micro-dose and the half-life is short. In that case, and assuming both bodies don't turn up on the same day, there's a very good chance if one testing agency reveals a positive, the other (having tested a few days before or after) will throw up a negative result, generating the kind of confusion which helps cloud the matter. Remember with Whyte, Hearn used VADA as his line of defence but this time the roles are reversed and it's UKAD he's talking up because he's always gonna give credence to the agency which returns the negative result. I agree there is merit to that theory, and playing devils advocate Hearn could just be using VADA as an early warning system for UKAD and the fighter to pack it in, or sort their timing out.
