There are very few people in the history of the sport who can trade w/ a prime Pacquiao and beat him (Hearns and Duran have the highest chances of going to war and beating him). Pacquiao destroys dudes w/ his speed, combinations, and angles. Despite being a micro welterweight, dudes rarely go to war w/ Manny. When they do go to war w/ him, they pay.

Margarito, despite having a 17 pound weight advantage, took a savage beating and was left w/ a broken eye that effectively ended his career.

Mayweather, already enjoying a significant size advantage, hired Ariza for inside tips and Memo for doping, juiced, and still fought the most cautious fight of his life. The handful of times he initiated the action, he was countered BADLY and HURT.

According to Trevor Ariza, "Pacquiao afraid of needles" was something Bob Arum made up to avoid Mayweather.
What Pacquiao did come up with is that "drawing blood makes me weak" excuse. Pacquiao's excuse for losing to Morales was that they required him to draw blood for a physical close to the days of fight time with Morales.
It was just one excused after the other from the Pacquiao camp, some coming from Pacquiao himself and others from most Bob Arum.

Outdone by JMM who served him the KTFO6, and matched by Morales who did it when Pacquiao wasn't injured AND managed to make it entertaining.

Outdone by Hopkins who KO'd him, matched by Mosley (x2) and Trinidad. ODLH was regarded as shot by the time Floyd fought him, and his record supports that position.

UD Cotto?
Outdone by Pacquiao and Margarito who KO'd him, matched by Trout. Cotto had wins over Malignaggi, Judah, and Mosley 5 years before fighting Floyd. Was universally regarded as shot, having been slaughtered by Margarito and Pacquiao. Still gave Floyd one of his best fights.

I think its the same reason as the current Spense Crawford thing. 2 A sides who don't want to budge but really don't want the fight anyway. I am taking promoters also. Pac loses a lot of luster losing to Floyd. Got to keep the carrot in front for the fans. If pac lost to Floyd back in 2008 or so his popularity would not be as high. His career to me seem to be based off the idea of beating Mayweather.
