No. Robinson vs Mayweather compared on what they did at 147. Robinson has a win over a prime Gavilan. Mayweather does not have a win at 147 that is as good as that. Robinson made 5 defenses of the undisputed welterweight title. Mayweather never become undisputed. Robinson has the better overall resume at welterweight. Robinson, Leonard, Britton, Armstrong, Gavilan, Napoles, Griffith, Ross, Mclarnin all have cases that they did more at welterweight than Mayweather. You could argue some others like Walker but his resume at welterweight doesn't impress me as much as his achievements at other weights. Obviously it's all subjective but the highest I would put Mayweather at 147 is #10 and the lowest would be #15.
Mayweather is great overall, but I wouldn't actually say he is the greatest in any specific weight class. He had a great career overall, and wasn't really exceptional at any specific weight.
I love Floyd but no he was not the best ever at Welterweight but he was the best ever at Junior Lightweight and would hold his own against anyone in history at Lightweight and Junior Welterweight. He was the best in his era at Welterweight but it’s difficult to go against SRR, SRL and Hearns at Welterweight.

Not saying I don't agree with you but clearly belts meant nothing to Mayweather especially towards the end and who can blame him in this era when someone like Ricky burns can be 3 weight champ shows how little belts currently mean
