If we're going by accomplishments strictly within the 175 limit, a lot of Bivens best wins get discarded. He's still got one each over Charles, Marshall and Christoforidis, though two of the guys beat him in different divisions.

All depends on how loose you want to judge this. I am seeing various interpretations here.

A division with a very rich history. Mid 70's early 80's had so so much talent

I’ve got the following guys beating Foster:

    Beterbiev
    Bivol
    Ward
    Moore
    Charles
    Harold Johnson
    Spinks
    Jones
    Conn
    Tunney

Add in Greb, Langford, Bivins and a few others who I haven’t really seen fight but have big resumes and about ten guys who would be near even odds and I don’t really think Foster is H2H top ten at 175.

As much as I would like to include Jones Jr. on my list, I can't get past his steroid use. Difficult to quantify just how much they helped him or how they may have contributed to his power and reflexes, but I have to include an asterisk alongside his name.

    1- Charles
    2- Moore
    3- Tunney
    4- Greb
    5- H. Johnson
    6- Bivins
    7- Loughran
    8- Foster
    9- Langford
    10- Maxim

I know there will be some chuckles over Maxim but hear me out. He went the distance on 3 occasions with Moore, 4x with Charles. 3x with Walcott, Lloyd Marshall, Pastrano, Olson. Defeated Walcott, Patterson, Robinson, Bivins, Lesnevich, Murphy, Satterfield.

I'd like to hear your reasoning on John Henry Lewis not being included. I assumed it may have been due to lack of footage but Greb is on the list.

Very hard division to rate. Only the top 3 or 4 guys stand out to me. From there it gets complicated. Light heavyweight is very deep

What a rich division. Even most of the bottom halve of my top 15 could switch with 10-7.
