Tbh, considering Floyd beat Baldomir (titlist that beat undisputed 147 champ Zab Judah but lost some titles since he was too poor to pay sanctioning fees), Floyd could have been undisputed if it wasn't for those damn sanctioning bodies. I would say same for Manny Pacquiao at 140, who beat Hatton (the guy who defeated undisputed 140 champ Kostya Tsyzu). TLDR: Sanctioning bodies are too blame regarding the reason why Mayweather and Pacquiao were never undisputed.
