The point of impact is shown right there, in slow motion, and it's not low.

Therefore *legally* or within the 'spirit of the rules' it can be called a lowblow. Go see every angle and you'll see DD's hand below the belt line of Usyk. That is how it has always been defined - below the belt line. It's all irrelevant anyway because Dubois quit down the line in the fight when Usyk cranked up the pressure.
