Rocky's trainer says you need the footwork of Tommy Loughran, the left hook of Stanley Ketchel, the power and hand speed of Jack Dempsey and Joe Louis, the jab of a Gene Tunny, it will take a SUPERMAN to beat Rocky Marciano. And if you look at all the heavyweight champs, one or the other lacks these feats.

Louis lacks the footwork of Loughran.
Tyson??? Footwork of Loughran
Lewis?? Handspeed of a Dempsey or Louis, maybe even lacks a Ketchel left hook.

If every HW champion was scaled down to be 185-189lbs, they would each lose a fight to Rocky Marciano.
By "proportional reduction" I don't mean a diet, but that the boxer's height, arm span, and that of all limbs are reduced.
In such a scenario, everyone would lose to Marciano: Patterson, Johansson, Liston, Ali, Frazier, Foreman, Holmes, Tyson, Holyfield, Bowe, Lewis, the Klitschko brothers, Fury...
I would still give the biggest chance to 185-189lbs Michael Spinks.
So one could say that Rocky Marciano is the P4P HW GOAT.
