Is Toney the only to accomplish this?

I’m too lazy to check, but wasn’t cruiserweight still at 190 when Toney fought Jirov?

    I checked.
Unless I missed a name then Toney, Jack and Zurdo are the only ones.

Shout out to Carlos De Leon who started his career at 135 at the age of 15.
    Moved to 140 at 17.
    160 at 18.
And by the age of 21 he was 182lb competing for the Cruiserweight title.
