You are overlooking the fact that athletic commissions do their own testing. Granted, it´s not as stringent but it´s still effective enough to bust someone like Jarrell Miller.
So Garcia agreeing to additional testing is by no means proof of him being a clean athlete.
And the PED he did use is one that helps with cutting weight. It´s not a weight loss drug, but one that helps maintain muscle and fitness while in caloric deficit. So it´s possible he wasn´t even aiming to cheat from the get go, but just happened to realize that he wasn´t going to make weight and tried to cheat.
