I don't know who wins tbh it's boxing anything can and does happen maybe if they fight twice they split the meetings. In boxing it's a case so often of the best guys not fighting each other in their prime. All jokes aside I don't know who wins and I'll leave the unbiased experts to have their opinion.
People seem to forget how good Oscar was because unlike the fighters of today he actually took on the best and picked up a few losses along the way. I think Oscar would beat Tszyu by decision in a great action packed fight.
The same things that gave KT issues with Philips ODH has more of. I feel, if the fight happened pre Philips ODH takes him out. Post Philips, KT more than likely would have learned something and does well. One can never count a prime KT out.
Oscar fought at Light Welter three times in his life. Two of those opponents were Julio Cesar Chavez & Miguel Angel Gonzalez. Kostya fought both of them & did a better job (imo). Kostya put Chavez down hard, Oscar never did. Oscar boxed cautiously behind the jab against Gonzalez, Kostya used him as a heavy bag. Oscar boxed his whole career at home under American state boxing commissions with American refs & judges. Kostya had many fights on the opposite side of the world to where he was based & sometimes encountered hostile officials. The ref deducted points needlessly in his first ever world title winning effort when fighting in Las Vegas. He knocked a Puerto Rican senseless in the first only to have a referee of Puerto Rican ethnicity rule it a technical draw. The opponent couldn't stay upright against him. That one was in Las Vegas as well. In fact, it was on the same show as Oscar v Miguel Angel Gonzalez. Oscar departed the division after that. Kostya lost a court case at home involving his promotional arrangements while also trying to get his Technical Draw result changed to a No Contest in Nevada after having the first stain inflicted on his professional record. He lost to Vince Phillips next fight. Kostya at his best was capable of beating Oscar. I think Oscar thought that as well which is why they didn't fight. Kostya Tszyu was in the 'don't fight him if you don't have to' category. There's been a few of those around & he was one of them.
