Tough one. 1. Muhammad Ali 2. George Foreman 3. Joe Frazier 4. Larry Holmes 5. Ken Norton 6. Jimmy Young 7. Jerry Quarry 8. Ron Lyle 9. Earnie Shavers 10. Mike Weaver 11. Joe Bugner 12. John Tate Weaver was starting to peak in the late 70s and come close to beating Holmes. And was on the verge of becoming a champion so i think he deserves a spot in the top 10.
Putting all those guys ahead of Tate seems odd. I definitely don't think Shavers beats him, let alone Bugner.
Foreman Ali Frazier Norton Jimmy Young Lyle Holmes Shavers Ellis Bugner Quarry Evangelista I normally don't count Holmes for the 70s because he was only relevant 2 years but put him 7th because I feel strongly about the top 6. 9 through 12 is basically a tie.

Shavers I think that from 6-9 is real tight, and most of the guys have chances to beat most other guys. Quarry could beat everyone there but may have a tough matchup with Tate's rough style, Young likely beats Tate but would have hard matchups against Weaver and Quarry, and Weaver has a chance to stop Young- I don't think I need to say much about Tate and Weaver, since we know what happened there.
