He's alright, nothing more, about a top 10-15 fighter. Not in terms of style, but in terms of ceiling, he's probably this generation's version of Carlos Takam.
Ortiz was top 5/6 in Ring's end of year rankings from 2015-2020. All of the other major orgs had him up there. He was also given a roughly 50-50 chance of beating Wilder (who was ranked 2nd) in early 2018 by this forum, before the retconning. Anderson slipped out of Ring's top 10 almost as quickly as he slipped in. There's no basis to your claim.
He got all the tools to be World Champion but I am not convinced he will be bringing his A game fight after fighter year after year. Seems like he is getting mixed reviews generally. So I don’t think he is overrated yet.
6th Ring ranked Jennings, as well as several dominant performances against mutual opponents with other contenders. 42 year old, 2 KO defeat, rickety as hell Ortiz also knocked Martin senseless in 6, Martin being Anderson's best win via 10 round decision.
Its too early to tell. Jared Anderson is or was the youngest ranked HW over two years younger than Dubois. We really don't know what that win means.
That's a very, very thin claim. Especially if you have to factor in performances against other contenders opponents that sit outside the top ten. Was Martin even ranked at the time? Anderson also hadn't really accomplished enough to earn a ranking outside of being hyped up as USAs new hope. So outside of a singular victory over Jennings, and losing to Ruiz and Wilder, what else did Ortiz do?
I don't think he would beat Fury, Usyk or Dubois. He could beat a good contender in Parker or AJ ATM though.
Ortiz resume doesn't back such an assessment. One could make a reasonable case he wasn't top 10 for either Wilder fight if so inclined. He never beat any of his rival claimants who would have been (in 2018 and 2019) Wilder Parker Joshua Whyte Povetkin Miller Kabayel Rivas Ruiz Pulev etc. Has nary a win over any of them

I think hes a tough fight for pretty much everybody and most likely would take some big scalps if he got the opportunity to do so.
