You can not score it 9 - 9 without a deduction in a 10 point system. If it is an even rnd it is 10 - 10 . Hence the 10 point system. If any fighter is given a 9 it means they lost the rnd. For both to get it means a point deduction. If you are telling us a Judge actually did this then they weren't using the 10 point must system. But all professional fights are on a 10 point must, this judge needs to never judge a fight again.

 

You cannot compare, past a certain threshold adding weight is linked with a loss of speed, coordination, explosivity...
