I've asked him this too but he has never answered me, hope you have better luck. Can say for sure they aren't showing for me on Central or SFF. Have to assume he means Blue Light, for NHS staff only, but happy to be corrected.
Apologies - my appearances on here are sporadic at best and I tend not to read DM's, but just seen you sent one a while ago. Thankfully it looks like others answered the question so people should of got some. I had them showing in SFF and TFG, didn't check bluelight.
