Fighter A has a bigger frame than fighter B, fighter C is better at making weight than fighter D, fighter E recieved a better education about boxing techniques than fighter F, fighter G takes better peds than fighter H. The greater boxing community is made up predominantly of casuals and they believe whatever they are told. The diehards only makeup a small percentage of the boxing community.

I see no evidence that the WBC, WBA, IBF, WBO and Boxrec are recognizing this. People are talking about these fights like they are literally becoming no-contests, and I personally see no evidence of that. A Russian-run organization, obscure to the world at large, specializing in sanctioning amateur events, and themselves notorious for corruption, are invalidating some his fights.

Povetkin is a PEDs cheat, and that hurts his legacy. But we already knew that. If a fighter is found to be a PEDs cheat in one fight, he's a PEDs cheat in every fight. But no, I seriously doubt all of these fights are going to change in the eyes of the ratings organizations that matter.
