Turki, want some GOOD home grown fighters? You’re the Sports Minister. Get a boxing program going in every middle and high school in a poor area (Saudi has plenty of these, it ain’t all rich there). Get a bunch of regional amateur tournaments happening for these kids, make it all free and easy for them to attend. Have some scouts at the tournaments, pay attention to what kids may have actual talent. Fund those kids to train for real.

anywhere you’ve got poverty, you’ve got a potential pool of talent for boxing. There’s always going to be some kid with real talent, willing to put everything into it to try to bring his family out of some ****.
