I feel we've got a real problem where promoters are addicted to "superfights" and don't want to do a routine title defense anymore.
If Parker fights Kabayel next its starting to look like he's basically clearing hthe division of guys no-one else wants to fight. Has to be next in line after Dubois. Would be brave to fight someone as dangerous as Kabayel in the meantime
I don't think Parker has any intention of avoiding anyone and would definitely agree to fight Kabayel...

Parkers already fought Joyce when most others wouldn't, Zhang when most others wouldn't, and Bakole when most others wouldnt. These three were boogiemen when Parker fought them, and nobody else in the division has fought even two of these three. Him having to have another sink or swim moment with another boogieman that nobody else wants to or will fight seems unfair to Parker at this point. If he needs to stay busy he should fight someone that will benefit him at this moment and give him rounds without much danger of him losing his position.
This is it Usyk is fighting Dubois next, so why should Parker fight another killer? He can fight a lower level opponent to stay busy, or dare I say, what about another fight with Chisora? It would be Chisora last fight and it could gather some attention/money I don't think Parker should have to fight another killer, but known him he will probably fight Agit next
