Tunney. Hes the final boss of the golden age of HW/LHW combo fighters and as a consequence of this he has very few wins over non combo fighters because thats who was dominating the HW division. He beat Dempsey, Gibbons and albeit at LHW Loughran and Carpentier.

Peak but not prime Moore could not defeat Floyd Patterson or even Rocky Marciano. Couldn't beat Ezzard Charles either though he came closer. Moore might have beat the best giants of his day in Valdes and Parker but Tunney did better against his actual peers.

Tunneys got other great wins at HW but he would have gotten great benefit from knowing the future. In 1928 there was no way to know wins over Schmeling and Sharkey were any more valuable then ones over Ermino Spalla and Weinart. Heeney won a tournament to get the last title shot at Tunney. Tunney had no clue people on the internet in 2025 wouldn't care about Heeney and would regard Schmeling and Sharkey as ATGs.

Tunney would likely not beat Marciano or Patterson or Charles. He has a decent chance though
