Not necessarily no. Canelo has had both good and bad wins at 168. He's definitely not invincible, but he's not known for his knockout power either. He's never been a power puncher, so the comparison doesn't really work IMO. It's driven by people who don't like him, whose judgment gets clouded because they have a vendetta against him as a person. The same types of people who discredit Anthony Joshua's entire career because he said something that hurt their feelings on Instagram in 2017.

He was never a crazy puncher like someone like Beterbiev, but he definitely still had power, especially at his lower weight classes. His counters were nothing to be sniffed at. Its only since he has moved up to super middle that they have really slowed down, him having something like 5 KOs in ~20 fights.
I was wrong about Hamzah, he stepped it up against Berlanga who seemed clueless as how to handle the taller mans jab and boxing ability. The 168 pound division seems a much more comfortable fit for Hamzah.
