Who are they? I would start by saying its probably anyone over 6' 5" and 225 lbs. ( perhaps 6'4" )

There cant be many to choose from, can anyone come up with more than 5?

    3. Bowe
    4. Joshua
    5. Fury
    6. Vitali

Wlad's 3 ko losses make it hard for me to place him #1 especially since 2 of them were unavenged.

Bowe has the best win of anyone on the list. Beating a prime Holyfield is by far the best win here but his resume is very thin outside of that.

Joshua has one bad loss (to Ruiz, avenged) but he also has underrated wins. For example, his win over Joseph Parker gets very underrated today. He is a guy who was willing to fight pretty much anyone and i think he gets underrated today.

Fury had potential but was too inactive and never defended his titles consistently. One win over an aging Wlad, two over Chisora and two good wins over Wilder aren't enough to make up for the inactivity and avoidance of serious challenges.

Vitali had tremendous durability and solid power and an awkward style. But his resume is also quite thin and he doesn't have a signature win. I place Fury ahead of Vitali since i think Fury has a better resume.

Considering that Joshua destroyed guys whom Fury struggled vs (Wallin, Nnganou), its very hard to make a case for Fury being greater.
