You're debating on whether he was legitimately top 10 and going off topic about Paul or Ngannou that's irrelevant the fact is Wallin was top 10 and that's the answer to the OPs question.

There are 4, not 3. Wallin was never ranked by all 4 sanctioned bodies (belts) and there were more than 10 heavyweights who had a better argument in 2023. Fury, Joshua, Zhang, Hrgovic, Wilder, Parker, Sanchez, Ajagba, Joyce, Dubois, even Kabayel already scored a win over Makhmudov on that same card and Makhmudov was ranked higher than Gassiev using your own logic. Wallin high rankings has no substance and shouldn't be seen as of any significance

Hunter had a draw with Povetkin and a win over Bakole, he still should've been ranked above Wallin despite his decline and inactivity.
