Floyd Mayweather Jr Julio Cesar Chavez Alexis Arguello Hector Camacho Vasiliy Lomachenko Brian Mitchell Azumah Nelson Manny Pacquiao Sandy Saddler Kid Chocolate I'd say no.
Me being one of the only actual Shakur fans on this forum.....................this is a silly question. You know damn well he ain't.
If you knew anything about boxing history you would know that this is a silly question.. you're talking about a division that had the likes of Arguello, Elorde, Pac, Nelson, JCC, Chocolate, FMJ, Morales etc.. to compare that wet wipe (who hasn't fought anyone of any significance) to any of those is a joke.. especially when u factor in that Stevenson operates in today's softer/easier era .. 17 weight divisions & 4 major belts per division.. its much easier to pick up a title & become a multi weighter.. they're also aided by next day weigh ins & PEDs (the more successful u are the better access u have to them) .. they have 8oz gloves & fight frequency is a much lower now too.. all of which allows for greater longevity, less jeopardy & more opportunity to become a title holder. It's a tamer, more diluted era now.. yet even amongst all this Stevenson (despite being a weight grifter) still cherry picks , he can't crack an egg and he bores the crowd to tears.. 24 fights over 8 years as a pro & there's not one fighter on his resume that should even get close to being a hall of famer in the future.. his career is crap.
Name em barring in mind you're talking about greats and ATGs when Stevenson hasn't even beaten one fighter that would be considered worthy of the HOF.
Mitchell didn't beat anyone that is considered a HOFer yet you happily place among the best of the best at 130. Shakur's wins over Valdez, Herring, and Conceiçāo are far better than any of Mitchell's wins. Shakur would school Mitchell, who was a savvy operator and well-rounded technician but was far more unproven at the elite level than Shakur is. Kid Chocolate did very little of note at 130. He only took fights at 130 between his actually important fights campaigning at 126. Plenty of his super-feather title fights took place at 126 anyway, all of his best work was done at 126. It's entirely within the realm of possibility that Shakur beats Kid Chocolate, especially since he's a bigger guy and Chocolate had a habit of leaping with punches and squaring up. Shakur vs Camacho is 50/50 but I lean towards Shakur. Macho is a better athlete but Shakur is simply the more skilled fighter and I don't think Shakur gets outboxed by a guy like Camacho, personally. The speed might be an issue but timing beats speed and we know Shakur has plenty of both to match Camacho. Lomachenko has beaten less ranked fighters than Shakur has and choked in his biggest fights. He was a remarkable pugilist but if he lost to Haney (which he did, that was a very close fight and the robbery narrative is nonsense), then I don't fancy his chances against Shakur, who is better than Haney at pretty much every aspect of boxing. Better defence, better jab, better feet, better inside game, just a better fighter. It's not out of the realm of possibility that Shakur pulls an Ernesto Marcel on Arguello and outboxes him while he's too busy trying to paint him with a perfect straight right. But I'll reserve judgement for when Shakur wraps up his career on the rest of them and on the outcome between him and Arguello.
