I'd personally go for Jofre in South America. His reign at bantamweight equalled Monzon at middle but to retire and come back and win the title at featherweight - and beat Vicente Saldivar - moves him on. Can we add Central America and have Mexico, Panama, Nicaragua duke it out?
I only consider retired fighters in my all time rankings. Fitz for Europe, clearly, unless you don't consider him European, in which case I'd go with Wilde. I'd have Nelson above Tiger and Jofre above Monzon, personally, but both are very close and can reasonably be argued either way.
