No he has no power to stop Louis who pursues him with abandon and beats him up. He will run enough to survive to a late round or decision but this is lopsided win for Joe.
Louis at this point had just lost his power. Three things about Loughran Loughran would have been the best boxer with working eyes Louis would have ever fought Loughran would have been one of the most durable fighters Louis ever fought. Arguably behind just Uzcudchin. Loughran was the best HW from Louis's eras he didn't fight Loughran should win. Louis was a fine boxer but if we take his power out of equation he cannot outpoint someone of Loughrans caliber with just his boxing. The Charles fight demonstrated this. Louis hadn't fought in two years and the Louis that fought Walcott is younger less rusty and better but Louis came nowhere close to beating Ezzard. And I think Loughrans quite a bit better then Ezzard. You can argue hes the single best point fighter above MW whose ever lived. Loughran should win. Over 10 or 12 rounds powerless Louis could probably luck into drawing outpointing Loughran and Ezzard Charles. A small percentage of the time. Over 15 no. Loughrans record in 15 round decisions is 6-2 with losses to Carnera and Greb. Loughran was 20 when he lost to Greb and won 6 rounds. Over 12 rounds Loughrans 6-3-4 so those 3 make a substantial difference.
Prime Loughran against the Louis of the Walcott is a live dog. He has a real chance to out point Joe. However Loughran was always beatable at heavy unlike his fantastic light heavy run. Had they actually fought the way their careers lined up Louis would have knocked Loughran out and probably within 6 rounds.
Louis had enough power to ko Walcott in the rematch and Jack Sharkey kod Loughran. I'd pick Charles to beat Loughran at both Lhvy and heavy.

He’s still defensively responsible and quick though, there were plenty of times Walcott had his chin sticking out against Joe yet was savvy and quick enough to get away with it. However it’s also how Walcott got caught in the end….
