Is Foreman’s “masterful ring cutting ability” a myth?

That's a range, for sure. But maybe makes sense. Never have looked too much beyond the top 10. If you look achievement wise more than how good a fighter was in his prime, behind Ali and Louis could work. And maybe 15 fighters with better wins and losses. Maybe.
