How good was he? I remember he fought Oscar for a world title in 1999. Was he a former champion?

    Decent enough fighter.
Never quite reached the pinnacle but was always one to watch.

The de la Hoya vs Carr HBO World Championship Boxing telecast had huge ratings I remember.

It was a hit on the audiences for some reason.

He was very good I saw him in the amateur ranks.
He was sort of a prodigy and I believe he turned pro at 18.
I think he got moved a little too fast.

Carr was a very good contender but wasn't someone that I would consider as a top level fighter. Talented but he always came up short against the best fighters he's fought. Good fighter to watch though. Never never in a boring fight.

Got to be a top level athlete to reach world level, and the challenges against seriously the best at the time in Trinidad, quarry, and de la Hoya

Oba Carr was a good welterweight who came along as a time the division was hot. Besides Felix Trinidad, you had Yori Boy Campos 56-0 50 knockouts, Ike Quartey, SweetPea and Oscar DelaHoya moving up to 47. Its likely in another era Carr would win a belt perhaps have a short title reign.

Carr was good but not upper echelon level.

He got a gift decision vs a faded Livingstone Bramble.

Close decision win vs Derrell Coley in a great fight I think this was more of Carr's level rather than the likes of ODLH, Tito, Quartey.

Carr was a good all rounder but didn't excell in any 1 attribute and as I said he was a level below the top Welterweights of his era.
