No lineal championship was invented; he is a holdover from when there was ONLY ONE belt. And belts are invented. Of course they care. Frazier was the WBA and WBC champion. If he didn't care, he wouldn't have given Muhammad Ali a chance. And there would be no FOTC. And he wouldn't have the most valuable victory in HW history either ("coincidentally" that fight was for the lineal champion).

Are the drug testing board not an independent body? Have we reached a point where a failed test is simply indicative of a period of he said she said while the fighter essentially serves a voluntary unimposed 'ban' while any sanctions are agreed behind closed doors, applied retrospectively and do not impact the cheats career in any meaningful way...? Are there mistakes? Yes, undoubtedly. But the contempt the drug testing protocols are held in by fighters, those around fighters and the general public is laughable. Why not make it as transparent as every fighter is tested a month out and on the eve of the fight. That way everyone has the same opprtunity to cheat and only the clinically stupid will get caught..
