Whitaker's prime was at lightweight, Quartey's prime was at welterweight, so they couldn't have fought prime for prime. The best welterweight version of Whitaker would have edged a close decision over Quartey at 147.
Whitaker was just much more versatile than Quartey, jab included, though Quartey's jab was harder/stiffer and Quartey was the bigger man. Would've been a very good boxing match, with Whitaker's versatility getting the better of it, say 8 rounds to 4, maybe 7-5.
Quartey had a great jab....He was off balance almost every time he tried to load up on a power shot. It would be funny watching him trying to jab a southpaw and Pea at that.
Pea is not stylistically a good match up for The Bazooka. The slickest southpaw ever is going to largely take away his best weapon - the bazooka jab. It's a good fight though because as stated above Pea would not be in his prime while fighting a natural WW (who would go on to win a title at 154)
