Yes, EASILY. Pacquiao was a very raw fighter at Flyweight (through to 122 really), almost completely reliant on speed and power, nowhere near a fighter of Harada's level at the lower weights, or any real elite fighters. He was being dominated by Sasakul prior to Sasakul simply getting careless and coasting, at which point Pac caught him with some big shots and was able to pull off the upset. He'd have lost most rematches, and would've lost to pretty much any elite Flyweight for that matter. He was nowhere near as good there as he'd become at higher weights once his skills had started to catch up to his physical abilities, and once he didn't need to rely on killing himself to make the weight.

He'd have beaten Harada at the higher weights though, as he'd be too big and would've come into his own in terms of skills.

In reality, Harada still has the superior resume and was the more skilled fighter IMO, but Pacquiao's multiple weight endeavors and accomplishments are hard to ignore on a P4P scale. He's never been cream of the crop at a single weight class, but he's been able to fight effectively through the weights like few others, which has been very impressive. He's a physical marvel more than anything the way I see it, though he's been constantly improving in his skills. I could easily see the case for him being the #1 Asian fighter of all time now, at least in terms of accomplishments.

Pac passed Harada last weekend IMO. I have both in my top 35.
