I think the U.S. is second behind Puerto Rico. Mexico's population is too big for them to claim to be better when they only have widespread success from 135 on down. I'd say per capita:
1. PR
2. USA
3. Mex
4. UK
5. Cuba? Australia? Pacmanland? Japan?
