As an American I have to say that the best P4P boxing country for the last 30 years is......

    The Philippines!

Based solely on the efforts of Manny Pacquiao. If the only Filipino boxers were Manny Pacquiao, Bea Arthur, Urkel, Corky from Life Goes On and a one legged, blind, deaf midget with dyslexia the scales would still be tipped in their favor. Just you watch, Manny Pacquiao will find a cure for cancer by 2011. I'd say sooner but he'll be too busy balancing the global budget and ending world hunger.

I assume you mean Chuck Norris. If so, I agree.

Sweet Pea, Floyd, Tyson, Holyfield, DLH, Mosley, the list would go on and on but I'd have to say the USA.

In terms of respective size, Puerto Rico.

Chavez was NOTHING at this stage compared to what he was in his prime.
Every fighter has bad periods during their career, especially legends with over 100 victories & roughly just 6 defeats.

I meant in a p4p sense anyway, Chavez is greater than everyone on that list of Americans except for Ali & Leonard, he is on a par with Whitaker.
All the rest can kiss the feet of Mexico`s finest.
