ZU turned it down then lost to Hatton, then Hatton didnt have the nuts to fight Mayweather at 140. so Mayweather tried to fight Cotto but Arum said hell no so he moved up to WW. The fight would have been damn near impossible to make neither Zoo or PBF had a big enough name to warrant such a fight. It's not PBF's fault like you want to make it out to be.
