Pac's not ducking Hatton because he doesn't have a title that Hatton is in line for. He just priced himself out. Was it him or his promoter? Who knows. All we know is that Hatton is a bigger threat than ODLH with an excellent chance of beating PAC. If anyone is holding up the fight, I would look at Arum, who would be looking into his own best interests.
