Let's blame Pac because he didn't fought Guzman who is still today a nobody.
Let's blame Pac because there was no african-american or 'black' fighters in his division.
Let's blame Pac because Ledwaba and Julio doesn't count as 'black' as the bold letter you stated.

Don't you want to give credit to Pac for fighting Ledwaba in 2 weeks notice? How about fighting Barrera in Pac's first fight at 126lbs?
