Indeed. There is a difference between looking for the Ref to intervene so as to protect a fighter from being beat, and looking to the Ref to intervene so as to protect a fighter and his wellbeing from taking unnecessary punishment when he's out on his feet..

Back when Ottke was fighting Joe had pretty serious power. His boxing left Ottke's in the school playground. The ref could have interfered as much as he and Sven wanted but there's no way Ottke would have survived to the corrupt judges scorecards.
