Yes it is. When you don't eat enough you can't train as much/hard in the gym. So you end up having less endurance, strenght, technique etc. basically you will be less of a fighter. So ok you made 69 by starving yourself but you would be a better fighter at lets say 73 because you trained harder. I think what is happening is you are becoming a man. A man gains weight. If he trains hard it will be muscle. If he does not train hard enough it will be fat. Eventually you will become a middleweight by your twenties anyway, their is no stopping it. So you might just want to bulk up by gaining muscle. But for now just work out harder and you might burn off the fat.
its hard to say whether or not you need to lose weight or not with out seeing your body type. But i can tell you at 75kg in the amateurs i have seen some tall skinny fighters 6'2 and some taller. Atleast at 69kg you wont be to small i see fighters 5'8ish up to a bit over 6'0. If you can make 69kg it will suit you better then the 75kg division

I'm 6 foot 4 and i weigh 170. I thought i was all muscle when i weighed 190 when i first started. Trust me with good training and watching what you eat you'll lose the weight. Try to get close to fight weight and be comfortable with it . I plan on fighting at 165 so I'm gonna do a cut to fight weight and stay there for a weeks to see how comfortable i am there before i even think about fighting there. All i can say is get as low as you can where your body is still comfortable once you cross that line it's time to start packin the pounds back on, or kilograms in your case
