It's unfair to compare previous opponents and use that to determine who is better. PacMan and Mayweather have different styles. PacMan is very aggressive and takes out opponents sooner, Mayweather is more of a boxer who breaks his fighters down. The fact the one went fewer rounds is irrelevant. Styles make a huge difference - for example, I think Shane Mosley is a much better boxer than Vernon Forrest; however he could never beat Vernon because he cannot get passed his style. Shane has beat much better fighters than forrest though. same thing with Forrest and Mayorga.

 

Diaz was a "cherrypicking" move for Pacquiao. DLH was not.

He looked bad on the night of the fight, but DLH was a big favorite going in. It was seen as a dangerous move by virtually everyone.

And it's not just these fights that cause the difference. At some point in his career Floyd could have fought Casamayor, Tszyu, Mosley, Cotto, Williams, and Margarito. Whether these are entirely his fault or not, he never fought any of them. How many top fighters could Pacquiao have faced throughout his career at each division but failed to?

That's misleading though. Pac fought at 106 when he was 16. Floyd won his first Golden Gloves at 16 in the same weight class!
