He made reference to Pac forcing Ricky backwards in the first clinch, saying it was an illegal move (which as the rules go it is, but Ricky started the clinch and threw a suspect low shot and a suspect side/back of the head shot in the first exchange, so obviously its a non issue).

Then people preceded to call the whambulance.

 

That the clinch wasn't a great moment for Pacquiao, certainly not 'the moment the fight effectively ended.' Simple as.
