Ali is the most famous, but fame isn't popularity.

The most popular boxer ever was Jack Dempsey.

In America, Id say Ali, Tyson, De la Hoya, Roy Jones, than probably Leonard.

Hamed really was ****ing popular at this peak. In fact his popularity is the reason I'm a fan today

They were just suggestions to get the ball rolling.

I'm still not convinced that Ali was the most popular. Well known and famous - yes. Popular? - hmmmm.

without doubt its Ali and its not even close, more front covers on sports illustrated then any athlete, voted the greatest sportsman/sporting personality ever and in his prime was the most recognised face on earth

    Fame is different to popularity.

Hitler has made a lot of magazine covers as well, doesn't make him popular.

Ali, Tyson, Leonard in that order I'd say.
