We can't ever know for sure if the Cotto fight was on the level. But we can say with certainty that he cheatd going into the Mosley fight.
Answer to 1.) As well as we can never know for sure if the Margarito vs Mosley fight was "on the level," too since Mosley has previously cheated. Answer to 2.) Maybe Margarito attempted to cheat since Mosley is a KNOWN cheat.

Dude, I am being sarcastic. In case you did not get it, I am implying that the only things Margarito used to beat Cotto were his heart, will, and determination. On another note, Mosley was probably using roids in the Margarito fight since he too has cheated before.
