Number one vs number two is for the Ring Championship. Their rules state that 1 vs 3 can be 'in certain instances'. For example, Mosley v Margarito did not crown a ring champion. Wlad and Vitali are the clear one and two in the division, I can't see any justification for The Ring deciding that either of them vs Chagaev could create a champion at this stage.
Over a year? Klitschko fought last December. He then shortly after that fight decided he wanted to fight Haye rather the Vitali doing so. The Vitali v Haye fight had been verbally agreed a few weeks earlier for June 2009. The fight has never been delayed or put back until the current injury. If Wlad had wanted another fight between his December one and fighting Haye, then there was nothing to stop him from doing so.
