Manny is not very high H2H at 130 and 135(I doubt he could beat Duran in 50 tries), but just in terms of accomplishments he's way up there.

Neither Pep or Finito Lopez moved through divisions like a freight train...I know that Pacman didnt become a linear champ at lightweight, be he still can become one at welterweight.

Pep spent his whole career at 130. The other small dude who went up to beat on the big dudes was Armstrong, but he didn't start out at 112....and Pacman's career isnt over yet.

I think that Pacman would need to do the following to be the best: Beat Marquez decisevely, beat a top welterweight like Cotto, Mosley, or Floyd. and then defend again at 140 (which could be against Marquez if he established himself at 140)
